I am directed by the Minister of Labour to refer
to your letter 0.52799/28 of the 27th August with which was enclosed copy of a despatch from the Officer Administer- ing the Government of Hong Kong, with enclosures, relative to a proposal to recruit Chinese farmers in the Colony for work in Spanish Guinea. In reply I am to acquaint you, for the information of Mr. Secretary Amery, that while Sir Arthur Steel-Maitland is not competent to criticise the terms of the actual proposal in question, yet in view of the prominence that is now being given internationally to all questions affecting native and colonial labour, he very much hopes that proposals of this kind vill only be entertained after the closest scrutiny and when Mr. Amery is satisfied that the risks of misrepresentation or embarrassment for H.M. Government are negligible.
